Open Standard and Database of Languages in Hong Kong context

這次研計會是讓邀請公眾參與互動、討論、在香港發動全球以中文創建世界語言目錄開源數據庫和語言標準化的開源建議。
我們會討論以下問題:

什麼是語言?中文(語言)是什麼意思?粵語是一種語言或方言作為書面語/口語嗎?
目前語言由語言學家,研究人員和某些情況下的決策者定義。 Ethnologue.org的世界語言數據庫由SIL.org管理。然而,Ethnologue僅提供有限的公共使用,每天五頁免費訪問語言數據,該網站是英文。

以中文記錄/描述世界語言的開源資料庫:
除了上述的語言數據庫外,我們還可以有什麼選擇?

特別是那些國家語言不是英語,和母語不是英語的公眾人士,作為非英語語言的使用者和國家、香港特區、語言社區的一員,我們的語言的權利和義務是什麼:
1.使用有關母語/語言的數據
2.定義語言和定義語言的標準
香港開源/文化界如何在本地和全球視角下實施或解決問題?

這個項目的SWOT-- 強、弱、機會、危害。

What is a language? What does it mean Chinese (language)? Is Cantonese a language or dialect as written language/spoken language? Currently a language is defined by linguists, researchers and in some cases policy makers. World's languages database of Ethnologue.org is administered by SIL.org. However Ethnologue only offer limited use by public, five pages free visit of the languages data per day and the site is in English. What are the other alternative of language data?

The presentation is an interaction with the audience and invitation for collaborative proposal(s) of language open standard, open data in Chinese/national languages to discuss the following questions:

What are right and duty of the general public as native speakers, a community of language users and a nation, especially those national language is not English, in:

  1. use the data about languages
  2. define language and the standard of defining a languages

Is natural language open source? Is the spoken and written Cantonese open source? How the Hong Kong open source/culture community implement or resolve the issue in local and global perspective?

Jeremiah Chung

Jeremiah Chung has been a member of Wycliffe Bible Translators since 1993. From 1995 to 2014 he served as Translation Advisor, Linguist, Training Coordinator, and Consultant for Applied Linguistics and Language Technology with SIL (Vanuatu) and SIL (East Asia).

He earned his Doctor of Ministry with thesis title: "Engaging Chinese Diaspora for Bible Translation Ministry" at Gordon-Conwell Theological Seminary (USA), Graduate Diploma in Anthropological Linguistics (Australia), MCS (USA), BCS (HK) and Diploma in Applied Linguistics (Singapore). He is also the author of A descriptive grammar of Merei (Vanuatu) and a presenter at the international conferences of Translation Studies, Bible Translation and Linguistics.

Currently he is a consultant for networking and engagement of natural language generation projects with AllTheWord.org (a.k.a. The Bible Translator’s Assistant). Recently he started a project, ABCD -- Audio Bible of Chinese Dialects/Diaspora., which inspired him to tackle with the subject.
